The government is providing hairdressers with tools to help identify signs of unsafe or abusive relationships. Mariëtte Hamer, the commissioner for sexual harassment and sexual violence, emphasized that hairdressers can play a key role in “breaking the silence.”

Hairdressers often engage in eye contact and “conversations that go beyond the haircut,” the government commissioner’s press release states. Hamer notes that these moments can reveal signs that a woman is experiencing abuse, such as appearing anxious or neglected, suddenly wanting to change her look, or casually mentioning controlling behavior by a partner.

Research by Radboud University in September found that a third of hairdressers observe signs of domestic violence but feel uncertain about how to respond. The toolkit they will receive includes cards to help identify and discuss warning signs, as well as business cards with QR codes so clients can reach out to support services directly. Hairdressers are also provided guidance on how to seek help if they worry about a client’s safety, though this is optional.

The initiative was developed in consultation with victims and witnesses of domestic violence, as well as hairdressers. The industry association described it as “extremely valuable.” It will launch in Rotterdam, with a pilot program in Friesland to follow. The plan is to include hairdressing schools and eventually extend similar cards to other professionals, such as nail technicians and physiotherapists.

Mayor Carola Schouten will attend the Rotterdam launch of the initiative on Wednesday morning. She emphasized that hairdressers are “a key partner” in preventing domestic and sexual violence.
