Inspectorate launches probe into Hilvarenbeek youth clinic after bullying allegations
The Dutch Health and Youth Care Inspectorate is conducting an extensive investigation into Yes We Can Clinics in Hilvarenbeek to assess the quality and safety of care provided to young people at the facility, the agency announced Tuesday.
The inspectorate said it is actively supervising the clinic due to the nature and seriousness of the signals that emerged after a “BOOS” television program hosted by Tim Hofman. Dozens of former clients and employees described experiences of bullying, humiliation, and mental pressure during treatment. Critics have also targeted the clinic’s “one size fits all” approach, which applies a single method to young people with widely varying problems.
According to Omroep Brabant, it is unusual for the inspectorate to comment publicly on an ongoing investigation or oversight action. The probe includes requesting documents and on-site visits by inspectors, who will speak with executives, staff, therapists, parents, and the young people themselves.
The inspectorate stressed that young people in institutions are in a vulnerable position and said it will take that into account during supervision. It also urged young people to share their experiences.
The action follows earlier reactions from other parties. Health insurers VGZ, Menzis, and CZ told Omroep Brabant they were shocked by the stories and have entered talks with the clinic.
Yes We Can Clinics apologized on Monday for the experiences of young people who described their treatment as painful or crossing boundaries. The organization said it contacted the Health and Youth Care Inspectorate and that it will review its own methods and identify what needs improvement.
The Association of Dutch Municipalities called for stricter supervision and enforcement in youth care, saying the signals show the current system needs better oversight.
It is not yet clear what the supervision and investigation will produce. Depending on the results, the inspectorate may take follow-up steps, including additional investigation. The findings will eventually be published in a report, though that could take some time.
